Her head is not visible.  In the second image the woman is naked and viewed from the side.  We can see one of her nipples but not her head.

There were 2 advertisements on air during the time the complaints were received.

Both of these characters are from the Magilika film (see below).The ad is then subtitled with the statement True Heroes Balance Energy Intake and Activity. She appears to be naked otherwise. The woman is lying on her back with her head resting on the thighs of one of the men, and he is looking down at her. Another man is crouched over her and appears to be about to kiss her neck.

I believe True Value Solar to be a sponsor of the Essendon Football Club.

A young girl (one of the girls they have been talking about) runs nearby to collect her basketball, smiles and then runs off with the ball, back to her friends.
